Dated, Friday, February 11, 2022: The City of Rochester Hills on behalf of the Rochester Area Recreation Authority (RARA) is accepting sealed proposals from qualified firms to provide Mechanical Upgrades for the Rochester Avon Recreation Authority (RARA) will be received by the City of Rochester Hills Purchasing Division, 1000 Rochester Hills Drive, (Lower Level) Rochester Hills, MI 48309, until 3:00 p.m. Local Time, Thursday, March 10, 2022 via electronic proposal submission ONLY, at which time the names and addresses ONLY of submitting proposers will be publicly read via Zoom Teleconference.
Due to the COVID-19 pandemic, some City processes have been affected and as such, are requiring adjustment to the normal processes. It is important that you read all the information to ensure you submit your bid response to the City in the correct manner. Please ensure all documents are signed. If you are interested in providing a bid, please read the document in its entirety and submit the requested information and proper forms and upload to the MITN website. Electronic submission ONLY will be accepted. Hardcopy, emailed, faxed and late submittals will not be accepted.
A Voluntary Pre-Proposal Meeting has been scheduled for WEDNESDAY, FEBRUARY 23, 2022 at 1:00 p.m. at RARA located at 500 East 2nd Street, Rochester, Michigan 48309 in order to provide contractors the opportunity to become familiar with the premises specified, provide a forum for questions/answers regarding the work to be performed according to the contract and specifications. Attendance at the pre-proposal meeting is not mandatory in order to submit a proposal, but this will be the only time potential vendors will be able to view the building. The walk-through will begin in RARA Lobby.
The City of Rochester Hills officially distributes bid/proposal documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of proposal documents obtained from any other source are not considered official copies. Only those vendors who obtain bid/proposal documents from either the Purchasing Division or the MITN System are guaranteed access to receive addendum information, if such information is issued. The first step to do business with the City is to become a registered vendor by visiting the City website at www.rochesterhills.org, select City Services, Purchasing, Bid Opportunities and link to the MITN website. Final proposal results will be posted on the MITN website after award.
Proposal security shall be a bond provided by a surety company acceptable to RARA, which is authorized to do business in the State of Michigan or certified check, equivalent to five percent (5%) of the amount of the proposal, and shall be uploaded with your proposal response to the City via the MITN system.
Any deviation from the specifications must be noted on the bid. Failure to complete every space on the specification form may disqualify bid.
The City/RARA RESERVES THE RIGHT TO REJECT ANY AND ALL PROPOSALS.

All proposals must be submitted electronically via the MITN website. Hardcopy, Faxed or Emailed proposals will not be accepted. The City of Rochester Hills is capable of accepting documents in docx, xlsx, pdf, jpg, tif or rtf formats. It is requested that you upload one complete document, versus that of several individual sheets. Please name your files accordingly if more than one file is uploaded to the site.
The submission of a proposal hereunder shall be considered evidence that the vendor is satisfied with respect to the conditions to be encountered and the character, quantity and quality of work to be performed.
Proposals shall be in conformance with the documents. The Proposal Form must be completed entirely and submitted with the proposal. Any deviation from the specifications must be noted in the Proposal.
