ITB 17/18-02 – Project #0155-17-0040 GODDARD FIRE STATION SITE WORK
The City of Romulus, is requesting sealed bids for the Fire Station Site development project (ITB 17/18-02). The firm fixed price contract shall include the removing and relocating the existing concrete drive at Goddard Road, construction of a 13,250 square foot asphalt parking lot with concrete curb, concrete sidewalk, and bio-retention area. Solicitation of bids for this project in no way shall obligate the City to award a contract. No pre-bid meeting is scheduled for this project.
Sealed bids will be received at the office of the City of Romulus Clerk until 2:00 PM local time, on August 22, 2017. All bids should be clearly addressed:

Contract documents for this project shall be on file on and after 2:00 PM, August 7, 2017, at the City of Romulus Clerk’s Office or may also be examined and/or purchased (prepaid, non-refundable $55.00 for documents and additional $15.00 prepaid, non-refundable charge for mailing) from the City’s Engineer, OHM Advisors, 34000 Plymouth Road, Livonia, MI 48150 or can be downloaded from the Michigan Inter-governmental Trade Network website: http://www.mitn.info/. Bid security in the form of a Certified or Cashier’s Check or bid bond for a sum no less than five percent (5%) of the amount of the bid will be required with each Bid. The City of Romulus reserves the right to accept or reject any bid, or waive irregularities in bids. No bid may be withdrawn for a period of ninety (90) calendar days after the scheduled closing time for receipt of the bids. Neither the submission of nor acceptance of any bid shall constitute a contract between any bidder and the City of Romulus. No such contract shall exist unless and until all required bonds and proof of insurances and copies of endorsements have been received by the City and an agreement is signed by authorized representatives of the City of Romulus and the successful bidder.
The project is federally funded Community Development Block Grant project and shall comply with Executive Order 11246 dated 9/24/65 as amended and supplemented and in compliance with the Davis-Bacon regulations and current Wage Rate Determination. The CDBG Coordinator will make every effort to utilize small, minority-owned, labor surplus area firms and/or women-owned businesses. Such businesses are encouraged to submit a bid and include verification of this status along with their bid. Federal regulations for CDBG funded projects require that the awarded contractor and any sub recipients/sub-contractors performing work under the project are encouraged to use of local businesses; small, minority, labor surplus area firms and/or women-owned businesses. Contractors must include a completed and notarized copy of their “Certification Regarding Debarment and Suspension for Wayne County Community Development Block Grant Program along with their bid. The City cannot award the contract to any company suspended or debarred or is otherwise excluded from or ineligible for participation in Federal assistance programs under Executive Order 12549, Debarment & Suspension.”
