RFQ 19-20-01 - RFQ 19-20-01 AIR QUALITY TESTING CITY BUILDING

The City of Romulus, Department of Public Works is requesting formal quotes from experienced, licensed and certified testing contractors for pricing for the asbestos ambient air testing and short term radon gas survey of nine of the city’s facilities.  Responding contractors must provide proof of licenses and certifications required for both the testing and the laboratory that will be testing the samples taken if requested by the City following the submission of a quote and prior to the issuing of a purchase order by the City for the work. All contractors shall comply with NIOSH 7400, and 582 or equivalence course training. The asbestos sampling method shall include pricing for both the PCM & TEM methods.

Sample costs shall include all related costs including but not limited to; all sampling materials, the costs for providing and for the placement of all field equipment required to obtain the appropriate sampling specimens per the provided building footprint and square footages supplied by the City (i.e. pumps - high volume and low volume), all laboratory and  testing costs (whether subcontracted or completed in-house) and labor hours required to obtain the samples and determine the results with reporting as requested.  All costs relative to quote preparation and the providing of insurance shall be included in the sample costs quoted or be listed as additional billable costs where provided on the RFQ pricing sheet.

Sample quantities are not provided in the RFQ by the City. Contractors shall determine, based upon their expertise and after examination of the facilities or the review of the facility footprints provided in RFQ, what the appropriate quantity will be required for each facility to determine whether a hazard persists and shall indicate an estimated quantity by facility in their quote.  The awarded vendor shall provide a complete and comprehensive report detailing the events and samples obtained.  Any technical issues which arose shall be documented with how the issue was solved.  A project summary by facility including sample location maps and laboratory results shall be provided to the City in one final report.

Award will be made to the lowest and most responsive and responsible quote meeting specifications. The City reserves the right to reject low quotes which have major deviations from our specifications to accept a higher quote which has only minor deviations. Additionally the City reserves the option to reduce or increase the scope of the work or not include testing at all of the facilities listed herein.
