A. INTRODUCTION/BACKGROUND
The Romulus Housing Commission, hereafter referred to as “RHC”, is requesting qualifications from competent companies, hereinafter referred to as the “Contractor” (or “Contractors” when referring to prospective management companies), to provide property management services for public housing development known as “Romulus Housing Commission” located at 34200 Beverly Road, Romulus, MI 48174 (sometimes referred to as the “Facility”).
B. OVERVIEW
The RHC intends to enter into a three (3) year contract (with a one year extension option by the RHC) for Management Services, consisting of the management of a one hundred and one (101) public housing unit Facility, located at 34200 Beverly Road, Romulus, MI 48174.
The RHC intends to select one Contractor who must be prepared and able to assume management responsibilities of the Facility on June 1, 2024.
The RHC will utilize a two-part selection process. First, the RHC will review, score and rank the qualifications of the prospective Contractors based upon the information contained in the Contractor’s sealed envelopes relating to Qualifications. The RHC is looking for competitive fee proposals from Contractors with demonstrated, successful public housing experience and knowledge of the local property management business. From the proposals received, the RHC will select Contractors, which will be asked to appear for an interview and have their sealed fee proposal reviewed. The final selection will be the Contractor whose qualifications and fee proposals the RHC determines are most advantageous to the Low-Income Housing Program.
An optional pre-submission conference and tour of the Facility will be held on March 19, 2024, at 2:00 p.m. EST at Romulus Housing Commission located at 4200 Beverly Road, Romulus, MI 48174. Attendance at the pre-submission conference is voluntary but recommended for Contractors unfamiliar with the Facility.
In order to maintain a fair and impartial competitive process, the RHC will provide written responses to questions submitted via email to sjh@gmhlaw.com by March 20, 2024, by 4:00 p.m. EST. Written response will be distributed to those who have requested an RFP packet via email. Please provide RHC with the correct email address.

D. ANTICIPATED SCHEDULE
The anticipated schedule for the RFP review and Contract approval is as follows:
1. Pre-submission conference and Facility tour on March 19, 2024 at 2:00 pm (not required that bidder attend)
2. Qualifications and fee proposal packages due on March 29, 2024 by 4:30 p.m. EST
3. Opening Proposals and review fee quotes during Special Commission Meeting on April 5, 2024 at 10:00 a.m.
4. Selection of Contractors to interview – April 12, 2024
5. Final interviews/presentations – April 19, 2024 at 10:00 a.m.
6. Award Contract at Regular Meeting Friday, April 26, 2024 at 10:00 a.m.
7. Contract start date June 1, 2024
The RHC reserves the right to modify the schedule if doing so is in the best interest of the RHC, the Facility, or the Program.
