Notice to contractors:
Sealed proposals will be received by the finance department (City Hall, room 301) of the City of Royal Oak, Michigan, up to 10:00 a.m., local time, Monday August 20, 2018, at which time all proposals will be publicly opened and read aloud for the “Public Library Roof Façade Improvements” project. The work shall consist of furnishing all labor, materials, equipment, and incidental items, including but not limited to the following major items of work:
· Removal of cement plaster façade panels.
· Installation of new panel system with direct applied finish system.
· Cleaning and re-finishing of cement plaster system.
The drawings and specifications under which the work is to be done may be examined at the Office of the City Engineer, City Hall, 211 Williams Street, Royal Oak, Michigan 48067, on or after 12:00 p.m. Monday August 6, 2018. Copies may be obtained for a non-refundable cost of $25.00. Plans and specifications cannot be mailed. The City of Royal Oak Engineering Division holds counter hours Monday through Thursday from 8:00 a.m. to 4:30 p.m. and Friday from 8:00 a.m. to 12:00 p.m.
Plans and specifications will also be available on Monday August 6, 2018 at the website of the Michigan Intergovernmental Trade Network (MITN) https://www.bidnetdirect.com/mitn. MITN requires a fee for subscribing to this service.
Each proposal must be accompanied by a certified check or bid bond by a recognized surety company in the amount of five percent (5%) of the total bid amount, payable to the City of Royal Oak as security for the acceptance of the Contract. No bidder may withdraw his proposal between the date set for the opening thereof and the date upon which the Contract is awarded.
The city reserves the right to reject any or all proposals and the right to waive defects in proposals.

Special Notes:
1. Contractor to coordinate hours of work and installation of new panels with City of Royal Oak staff – Library will be in operation during construction. Care will need to be taken for noise, construction debris and clean-up, and staging of materials.
2. Required permits will be paid for by contractor and reimbursed by city.
3. Contractor to have limited staging areas for materials, will need to coordinate with owner as staging area is limited to the loading dock area on the east side of the library.
4. Highly recommended walkthrough of project will take place on Thursday August 9, 2018 at 10:30 am. Meet in the Library lobby.
5. Contract to photograph and document all existing conditions and submit report to owner before any work to be done. Documentation should show all conditions around area of work, including roof, windows, soffit, wall panels, and lay-down areas.
6. Contractor to protect existing roof during construction, any damage to roof will be contractors responsibility to repair at no cost to owner.
7. Liquidated damages - $1,000.00 per day after substantial completion date.
