Summary of Specifications:
The City of Southfield is seeking qualification statements for the purpose of hiring a full service firm to complete energy audits on various municipal facilities. The energy audits must be conducted under the Energy Efficiency and Conservation Block Grant (EECBG) program funded by the American Recovery and Reinvestment Act (ARRA). The City of Southfield intends to utilize the results of the energy audits to fund energy efficiency retrofits with EECBG funds, develop a roadmap for future retrofits, establish energy use, cost and greenhouse gas emissions baselines and evaluate currently planned equipment upgrades. The type and level of energy audit evaluation will depend on building conditions, building needs, costs and other factors determined by the City. All energy audits must be conducted in accordance with the analysis and reporting procedures established by the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE) Procedures for Commercial Building Energy Audits. Data collection reporting and comparison are conducted according to section 5, 6, and 7 of ASHRAE Standard 105-2007. The successful company will be required to monitor compliance of contractors with the Davis/Bacon Act. The successful company will be required to enter into a contract with and provide insurance acceptable to the City of Southfield. The contract will be effective for a two (2) year period with an option to renew for an additional one year period. The City reserves the right to contract with one or more companies, if that action is deemed to be in its best interest.
