RFP-SH06-003 - Appraisal Services

Summary of Specifications:
The City of Sterling Heights is seeking proposals from qualified firms to perform Appraisal Services to assist the City Assessing Office in defending one current as well as future real and personal property assessment appeals at the Michigan Tax Tribunal. All appraisals must be conducted in accordance with all Uniform Standards of Professional Appraisal Practice ("USPAP") established by the Appraisal Foundation. The purpose of USPAP is to establish requirements for professional appraisal practice, which includes appraisal, consulting, and review, which is undertaken to promote and maintain a high level of public trust in professional appraisal practice. 

The scope of work will be divided into two (2) sections. There is one appraisal project that has been identified and the remaining projects have yet to be determined. Section I is a project that will prepare a complete written appraisal using all appropriate approaches to value of a 1.8 million square foot automobile transmission facility. This is a specialized project and must be undertaken by a firm with extensive experience in preparing appraisals of major manufacturing facilities. Section II involves preparing future complete appraisals of residential, commercial, industrial or utility properties to defend the City’s assessed or taxable values at the MTT.
