IFB-RM-2020-07-21-002 - City Hall Board Room and TV Studio A/V Technical Upgrade Project

This RFP will provide solutions for an A/V upgrade to the City Council Chambers system and provide a new video production system for City of Taylor's TV Studio located at 23555 Goddard Rd Taylor MI 48180. City of Taylor elected and appointed officials hold regular public meetings in the City of Taylor Board Room. Gavel to gavel coverage of these meetings are broadcast live on Comcast, Wide Open West and City Website. The purpose of these upgrades are to provide new equipment for video production, audio, playback and presentations that will provide a HD workflow with that ability to connect to other designated City facilities.
Meetings in the City of Taylor City Hall are produced using permanently affixed PTZ cameras switched live from a control room located on the second floor of City Hall. All of the audio signals are routed through an audio rack located in the meeting room adjacent to the Council chambers with pathways back to the control room. It will be a requirement that presentations are able to be presented from multiple locations in the front of the Council Chambers and signals must be routed to the Control Room. The City's playback system out to the cable network is located in the second floor control room and will also be part of this upgrade. Additionally, the City will be looking to provide a curtain to cover the marble wall behind the Council members as this creates challenges with lighting for the productions.
The TV Studio is located in the Media Center at 23511 Goddard Road Taylor MI these are new facilities and are currently under construction with a completion date slated for September 1, 2020. These studios will provide equipment to allow the community members to produce programming content for the community access cable channels. This facility will consist of 3 studio spaces with a central Control Room to service any of the studios. It is the request of the City that the system will allow for the ability to move the specified equipment and connect between any of the studios. The main studio will require a lighting grid and lighting fixtures to cover up to an 8-person panel. Additionally, included in the main studio will be a two curtain single track that will allow coverage for 50% of the studio space.
