Summary of Specifications:
HVAC Maintenance and Repair The City of Taylor Central Purchasing Division is requesting proposals on behalf of Facilities Maintenance & Operations for HVAC/R maintenance and repairs as specified below. This will be for “as needed” repairs at various City facilities. The contract will be for one year with the option to renew up to an additional two years. Scope of Work 1. Furnish all labor, stocked service vehicles, materials, tools, equipment, incidentals, and services for mechanical services to maintain and repair facility HVAC/R systems, electric and pneumatic controls and facility HVAC refrigeration equipment located in all City of Taylor facilities. 2. Contractor shall be licensed with the State of Michigan with a Mechanical Contractors license. With a preference in – a. Hydronic heating and cooling process piping b. HVAC Equipment c. Ductwork d. Refrigeration e. Unlimited heating service f. Unlimited refrigeration and air conditioning service 3. All refrigeration repairs must be completed by EPA recovery-certified mechanics. 4. All work shall be performed on a “time and materials” basis as required by the Building & Grounds Department. 5. All work shall be performed in a professional manner and shall be consistent with the best practices of the trade. The contractor shall be responsible for any permits and inspections. 6. The contractor shall respond in a timely manner for all requests for service, not to exceed twenty four (24) hours unless directed by a City representative. 7. All labor and materials shall be in accordance with applicable building, safety and fire codes. 8. All repair/replacement parts shall be new except when the use of used or rebuilt parts are approved by a Taylor authorized staff member. 9. All normal tools that are used in the daily performance of the trade are to be included in the labor pricing. 10. It is understood that all normal equipment required for any of these activities will be provided at no extra charge to the City. Where special equipment must be obtained for a particular project and where such equipment is expendable for that project, pre-approval in writing shall be required from the appropriate City of Taylor representative. A failure to receive such pre-approval shall be done so at the financial risk of the contractor. 11. The City shall retain the option of furnishing all new or replacement mechanical parts/equipment to be installed. The contractor shall identify problems that may impact HVAC/R operations reliability and recommend corrective actions to maintain operability and reliability.
