I INTRODUCTION The Conference of Western Wayne and Downriver Community Conference consortium, referred to as CWW/DCC Purchasing Cooperative, through member community the City of Wayne, is issuing this request for proposal for a qualified Independent Benefits Consultant to develop a purchasing cooperative composite of eligible employees, prepare bid specifications for select fringe benefits, and support Conference and CWW/DCC Purchasing Cooperative community staff in executing the strategic plan. Our joint goal is to select a consultant with expertise in employee benefits that can provide cost effective fringe benefits options for member communities. II BACKGROUND The Conference of Western Wayne and Downriver Community Conference through a consortium agreement, referred to as the CWW/DCC Purchasing Cooperative, to improve local government and enhance the quality of life for area residents through municipal cooperation, represent nearly forty Downriver communities in Wayne County Michigan and have approximately 4,000 employees. Employees of CWW/DCC Purchasing Cooperative communities are largely represented by bargaining units. Benefit programs vary among bargaining units. Benefit programs of most groups are subject to collective bargaining. Various documents, if applicable, such as contracts and salary plans, City Charter, Civil Service Rules, Pension Plan Descriptions, and other Plan documents will be provided as needed to the successful bidder. Select fringe benefits to be part of CWW/DCC Purchasing Cooperative joint purchasing are as follows: 1.Life Insurance 2.Accidental Death & Dismemberment (AD&D) 3.Short Term Disability (STD) 4.Long Term Disability (LTD) 5.Dental Insurance 6.Vision Insurance III SCOPE OF SERVICES 1.Create a composite of eligible employees for the communities in the CWW/DCC Purchasing Cooperative; current and retired employees. 2.Draft a Request for Proposal(s) (RFP(s)) for the CWW/DCC Purchasing Cooperative to use for procuring a preferred single provider for a select fringe benefits and assist in the evaluation and the selection process. If multiple providers are needed, then the consultant will assist in the same manner for multiple providers. 3.Work with the CWW/DCC Purchasing Cooperative communities, and contracted vendors to prepare clear communications materials to support implementation of any changes. 4.Participate, as requested, in employee meetings, union meetings, labor negotiations, and fringe benefit contract negotiations.
