SHUVA-22-2 - System Manager of the South Huron Valley Utility Authority System

The South Huron Valley Utility Authority (“SHVUA”, “Authority” or “System”) is accepting
proposals from qualified firms and individuals to serve as the System Manager for the wastewater
system that serves all or portions of seven communities: Brownstown Township, Gibraltar, Flat
Rock, Huron Township, South Rockwood, Woodhaven and Van Buren Township. The System
Manager works directly for the SHVUA Board of Directors which consists of one representative
from each of the seven-member communities. The Authority intends to enter into a three (3) year
Professional Services Agreement (“Agreement”) with the selected firm or individual for System
Manager of SHVUA effective September 1, 2022 with the potential for additional extensions. The
Authority intends to have the selected firm or individual commence training with the current
System Manager at least three (3) months prior to January 1, 2023 to allow for the selected firm
or individual to become acclimated with the plant and Authority including its professional team.
This is a part-time position with an expected workload of approximately sixty (60) to eighty (80)
hours per month depending on issues and problems which may arise and need to be addressed.
(There is no guaranteed minimum or maximum number of hours, and the foregoing is a historical
estimate). The SHVUA System Manager serves as an independent contractor to the Authority
since the Authority has no employees. As such, the System Manager will be responsible for his/her
own benefits, taxes, and insurance. Proposers may provide cost proposals for any or all of the
following methods of compensation for the work: (1) hourly rate for work performed; (2) flat rate
per month for work performed; and (3) hourly rate with a maximum cap. All payments are made
monthly upon receipt of an invoice which lists the work performed and the time expended by the
System Manager.
The Board intends to execute an Agreement with the firm or individual selected to serve as the
new System Manager, and that Agreement will set forth the scope of work, contract duration,
compensation terms, insurance requirements and other provisions.
