918-49-04 - Rate Study for Materials Management Services

The City of Grand Rapids is issuing this Request for Proposal (RFP) for obtaining proposals to provide consulting services for the purposes of conducting a comprehensive rate study of various materials management related services provided by the City of Grand Rapids Department of Public Works (“DPW”). All information in a Company’s proposal and the subsequent contract is subject to the provisions of the Freedom of Information Act. 1976 no.442, as amended, MCL 15.231 or latest revision thereof. Companies shall note that pricing methodologies, cost and fee proposals, and any other response information related to pricing shall not be considered confidential information.

The purpose of this Request for Proposals (RFP) is to obtain proposals from qualified firms to conduct a comprehensive Rate Study of materials management services for the Department of Public Works (“DPW”) and related programs. This study will include services related to collections of trash (residential and commercial), recycling, (residential and commercial) yard waste, bulk/appliances as well as compost facility operations.  The intent of the study is to obtain an independent assessment of the City’s rate structure compared to local private hauler rates, overall cost of service delivery, and the potential impact on rates from the proposed Kent County Sustainable Business Park.
