A. City of Holland, Holland, Michigan, will receive proposals from qualified contractors for City Hall First Floor Renovation, located 270 S. River Ave., Holland, MI 49423.
B. The Owner will enter into one contract with the successful General Contractor, who will be fully responsible for coordination of all required work between all trades.
C. Proposals must be mailed or delivered in person to Holland City Hall, Attn. Lynn McCammon, at 270 South River Avenue, Holland, Michigan 49423. All proposals must be sealed in envelopes, plainly labeled ”City Hall First Floor Renovations” and must be received prior to 11:00 A.M., local time, on December 13, 2022. This will be a public bid opening. Evaluation of proposals and award will be at a later date; the successful contractor will receive a letter of intent prior to receipt of contract.
D. A pre-bid meeting will be held at 11:00 A.M., local time, on December 1, 2022, at Holland City Hall, 270 S. River Ave., Holland, MI 49423.
E. The Schedule of Work shall be as follows:
1. Bids Due: December 13, 2022
2. Anticipated award of contract: December 21, 2022
3. Anticipated start of construction: March 6, 2023, or date agreed up by Owner, Architect and General Contractor.
4. Anticipated substantial Completion: June 19, 2023, or 15 weeks after start of construction.
F. All bidders are required to furnish Bid Security in the amount of five (5%) percent of the Base Bid. Form of the security may be a bid bond, certified or cashiers’ check made payable to the City of Holland. This will be a guarantee that the bidder selected by the City of Holland will furnish the required PLM Bonds; failure to do so could mean forfeiture of the Bid Security.
G. All bidders must indicate, where shown on the Proposal Form, the cost of Performance and Labor and Material Payment Bonds covering 100% of the value of the Project. Do not include the cost of the Bonds in the Base Bid.
H. All bids shall be accompanied by Affidavit of Compliance – Iran Economic Sanctions Act in compliance with “Iran linked business” within the meaning of the Iran Economic Sanctions Act, Michigan Public Act No. 517 of 2012. The Board of Education shall not accept a bid that does not include the Affidavit of Compliance.
I. Applicable Michigan use and sales tax apply to this project.
1. Be sure to clarify with the bond on school jobs as to whether it requires prevailing wages. However, as of 2018 they typically don’t need them.
2. All bidders should note that this project does not require prevailing wages.
J. Bidding Documents may be viewed via GMB’s website www.gmb.com under “Bid Sets”. Bidding Documents will be available after November 22, 2022. Bidders may download drawings and specifications from the Plan Command site. Please note that contractors are responsible to review information on all drawings and specifications.

K. The Owner reserves the right to accept or reject any or all bids and to waive all irregularities in Proposals. Proposals shall remain firm for sixty (60) days from date of Bid Opening.
