This project consists of physical verification of the existing type of material of three
hundred sixteen (316), randomly selected, water services, all within the City of Mason
City Limits.
Construction shall include: Physical observation of the various water services on both
the street side and the building side of the existing curb stops. The observation points
shall be at least 18” either side of the curb stops. To minimize disturbance and final
restoration, construction methods shall be limited to potholing which many include
Hydro-Vac, air knifing or hand digging and, in some cases, depending on unique
conditions, limited excavation or trenching. The contractor shall keep a detailed record
of the actual material observed at each point described above. The record keeping shall
consist, at a minimum, of recording the address and material in a spreadsheet or other
electronic database which can be turned over to the City upon completion of the project.
The contractor may elect to provide photos as well as their log book.
The unit price pay item will be for each water service observed and will include both
“potholes” either side of the curb stop. The unit price for each shall also include the cost
of: backfilling, restoration, any fencing or excavation protection, and limited signing or
traffic control in the event the “potholing” equipment is in a public street.
In a few instances, the observation points may be in gravel, asphalt or other surfaces, the
repair cost of which shall be incidental to the pay item each. In those cases where the
shutoffs are in concrete, downtown business areas as an example, pay items are included
for: sawcutting concrete (Lft), removing and replacing concrete (Sft), and placing a valve
box top over the shut off when repoured (Ea.). Valve box tops to be supplied by the City
of Mason. Typical concrete removal area shall be 4’ x 8’ to allow for the observation
points to be at least 18” from the curb stop.
Should the investigation disturb the existing curb box, the contractor shall re-align the
box, confirming plumbness and operability.
The locations of the various curb stop/shut offs will be marked by the City and Engineer
and will correspond to the list provided. A third observation point to determine the type
of service material shall be in-home/in-building inspection, which will be performed by the City and shall not be part of the contract pay item.
