The City of Sturgis is seeking proposals for future Environmental Engineering Consulting Services
work.
Proposals from this RFP will be evaluated based on qualifications, experience, willingness to work
collaboratively, ability to respond to project issues, staffing, rates, contract terms, and other
metrics as deemed appropriate by the City of Sturgis. The City of Sturgis may enter one-year
contracts renewable up to 5 years as it deems to be in its best interest. Contracts will document
agreed upon Terms and Conditions for any potential work and does not guarantee that any work will
be granted nor exclusivity working with vendors who have established contracts for Consulting
Engineering Services. This Contract shall not restrict the City of Sturgis from acquiring similar,
equal, or like goods and/or services from other entities or sources.
These contracts will be structured as follows:
• The Proposal shall provide sufficient detail of the previous experience, the number of employees
available locally, and the experience.
The Consultant may be asked to provide a variety of Environmental Engineering Services, including
but not limited to the following:
• Discipline Engineering services: Environmental Engineering/Consulting
• Facility Projects: Electric Generation, Cogeneration
• Electric Distribution Projects
• Services: Engineering Studies and Standards.
• Support Services: Project Management, Construction Management, Database Management, Clerical,
Schedules, List of Milestones, Submittals, Bid Specifications, Bid Evaluation Services, Test Plans,
Commissioning Plans, Plan Review, Permitting, etc.
• Provide two (2) Reciprocating Internal Combustion Engine (RICE) semiannual compliance reports
per year, these reports are due January 31st and July 31st.
• Provide annual emissions reporting for RY2023/28 via the MiEnviro Portal. This report is due
March 15th.
• Provide two (2) semi-annual reports of monitoring and deviations of all units in the Renewal
Operating Permit (ROP) the second half of RY2023 thru RY2028. These reports are due March 15th and
September 15ᵗʰ each year.
• Provide one (1) annual Renewable Operating Permit (ROP) certification of compliance for RY2023
thru 2028 covering all emissions units in the permit. This certification is due March 15ᵗʰ of each
year.
• Prepare the MAERS report and submit it to Michigan Department of Environment, Great Lakes, and
Energy (EGLE) on behalf of the city. The MAERS report is due no later than March 15th.
• Prepare other reports and certification documents in time for the city to submit them to EGLE as
necessary per the ROP.
