Description

Through this Request for Proposals (RFP), Livingston County (County) hereby invites businesses
that meet the qualifications set forth herein to submit proposals for 1) conducting a comprehensive
job evaluation and analysis for approximately two hundred thirteen (213) non-union classifications
and related job descriptions, including the County Administrator and Elected Officials (See
Attachment A) and 2) developing a proposed wage structure for the evaluated classifications based
on market compensation data and evaluate the financial impact of that proposed wage structure.
The County employs approximately 719 total individuals at multiple locations. There are
approximately 441 non-union employees to be included in this study. The County’s current
Classification and Compensation Administrative Guidelines are attached as Attachment B. County
wishes the vendor to make recommendations as to current comparables as described in the
Classification and Compensation Administrative Guidelines. This solicitation may result in a multiple contract award. It is anticipated that services will commence upon award through February 28, 2023. The County, at its discretion, may renew the contract for eight (8) additional one-year periods for a total contract period not to exceed nine (9) years.
