Summary of Specifications:
Through this Request for Qualifications (RFQ), the Charter County of Wayne (County) hereby invites businesses who meet the qualifications and specifications set forth herein to submit Responses for the purpose of establishing a list of qualified businesses to provide community-based residential rehabilitation treatment and services to adult offenders in the criminal justice system, who have been released from the Wayne County Jail. Residential rehabilitation is offered as an alternative to incarceration and is geared to assist those with functional deficits, such as: mental illness, substance abuse, homelessness, or co-occurring disorders. The goal of residential rehabilitation is to assist those priority populations in developing psychological, behavioral, and life skills to build satisfying, more independent lifestyles. Respondents to this RFQ should be able to provide outcome-driven treatment programs that are designed to transition priority populations from highly structured and supported environments to those that maintain structure, but are less supported. Programs should include on-site integration and coordination of treatment intended to minimize the risk of destabilization.
