37-20-096 - COVID-19 Diagnostic and Antibody Testing of All Newly Booked Inmates

The County of Wayne is requesting information from local healthcare providers with close working relationships with laboratories offering quick turnaround time of results.  Wayne County is seeking facilities with a team of trained technicians able to provide both diagnostic and antibody testing of newly booked inmates at two Wayne County Adult Detention Facility locations.  The project will run through 12/31/2020.   Technicians will be working in the Wayne County Adult Detention Facilities and must be able to interact well with inmates and adapt quickly to the working environment.  The County is also seeking teams with flexibility in their schedule in case there is a need to work longer than expected if the County has days with a greater number of newly booked inmates.  The average number of inmates booked on the weekdays ranges from 25-35.  However, during the weekends, this number increases and Monday is a busy testing day for the technicians and a Wayne County Disease Intervention Specialist who will be partnered up with the team contracted to assist with this project.  Weekend booking can range from 40-70 newly booked inmates.  The COVID-19 diagnostic and antibody testing will occur Monday through Friday from 8:30 am up to 2:00 pm.  There are two locations where inmates will be tested:  Division I (570 Clinton Street – Detroit) and Division III (3501 Hamtramck Drive – Hamtramck).  The technicians will work in tandem with Wayne County Clinical Services employees assigned to the project as well as closely with the Wayne County Sheriff’s Department to identify inmates and the locations of those individuals within the facilities.  There will be a guard accompanying the testing and intervention team while on site at the Wayne County Adult Detention Facility.
