Through this Request for Qualifications (RFQu), the Charter County of Wayne (County) hereby invites businesses who meet the qualifications and specifications set forth herein to submit responses for providing community-based residential rehabilitation treatment and services to adult offenders in the criminal justice system, who have been released from the Wayne County Jail. Residential rehabilitation is offered as an alternative to incarceration and is geared to assist those with functional deficits, such as mental illness, substance abuse, homelessness, or co-occurring disorders.
