Summary of Specifications:
The Charter County of Wayne (County) hereby invites businesses who meet the qualifications and specifications set forth herein to submit proposals to provide professional services to upgrade the existing CityWorks software to add the Permits, Licensing and Land (PLL) software module and to manage the implementation of the PLL software module for use within the Wayne County Department of Public Services.
Wayne County Department of Public Services – Engineering Division issues permits to conduct certain activities within the road right-of-way, drains, easements, park property and other facilities under the jurisdiction of Wayne County. The purpose of the permit process is to manage access to these county facilities, to preserve the functional integrity and promote their safe and efficient operation. Additionally the County has designated the provisions of the Wayne County Storm Water Ordinance be administered and regulated through the permit process.

Wayne County issues permits to individuals, governmental units, commercial, industrial and organizations who desires to perform work impacting a Wayne County asset. The Wayne County permit manual provides submission instructions to applicants including a cost schedule.
Permit tracking is currently done by a customized Microsoft Access database program called “Permit Assistance” and the County wishes to transition to a commercially available platform. The Road Maintenance Division currently uses GIS-centric CityWorks 20.13 SP1 (Revision 24215) Asset Management to track service requests and work orders. The County wishes to integrate the permits process in the Engineering Division to share data and increase efficiencies.
