Summary of Specifications:
The Charter County of Wayne, Michigan (the "County"), on behalf of the Economic Development Committee (the "EDC") hereby invites businesses who meet the qualifications and specifications set forth herein to submit proposals for the purpose of providing the EDC with owner’s representative services in the management, maintenance, and operation of the Properties.
The EDC was created pursuant to Act 338 of the Michigan Public Acts of 1974, and is located at 500 Griswold, 21st Floor, Detroit, Michigan 48226. The EDC is a component unit of the County. Pursuant to its resolutions and Act 338 of 1974, the EDC has designated the EDC Director and its board as its designated representatives on these Properties.
The Charter County of Wayne (“County”) has purchased three properties located within the City of Detroit, each of which is commonly known as the “Guardian Building”, and “511 Woodward” and the “First Street Parking Deck” more particularly described in Exhibit A and herein after collectively referred to as the “Properties”.
The Properties are used for both private tenants and the public purpose of the County.
The County has determined that the EDC is the appropriate entity in which to oversee the restoration, management, and marketing of the Properties.
The EDC wishes to obtain the benefits of Manager’s expertise in real estate management by contracting with Manager to manage the Properties, subject to the terms and provisions of the attached draft Agreement; and Manager for a fee and pursuant to the terms and provisions of the attached draft Agreement, agrees to manage the Properties on behalf of EDC.
