Summary of Specifications:
Through this Invitation for Bids (IFB), the Charter County of Wayne (County) hereby invites businesses who meet the qualifications and specifications set forth herein to submit bids for construction that shall include Supervisory Control and Data Acquisition (SCADA) upgrades at the Livonia Basin, Lift Station 1A, the Redford CSO RTB, the Dearborn Heights CSO RTB, the River Rouge CSO RTB, the Taylor Basin and Jackson Street Pump Station. The SCADA work includes but not limited to upgrading the existing Allen-Bradley PLC-5s to the latest Allen-Bradley Control Logix automation platform at Lift Station 1A, the Redford CSO RTB, the Dearborn Heights CSO RTB, the River Rouge CSO RTB along with upgrading the existing Wonderware HMI (Human Machine Interface) software to the latest GE iFIX. Installing and configuring a state of the art control system based on the Allen-Bradley Control Logix automation platform at the Livonia Basin. The work shall also include rehabilitation and upgrades to the disinfection, chemical feed other miscellaneous improvements at the following three facilities: the Redford CSO RTB, the Dearborn Heights CSO RTB and the River Rouge CSO RTB. The work also includes upgrading selected flow meter and improvements to meters sites for the Rouge Valley Sewage Disposal System. Each of the facilities will have telemetry installed to communicate the SCADA and process upgrades to the Downriver Wastewater Treatment Facility (DWTF). At the DWTF facility Hach Wims reporting software will be implemented to provide automatic reporting for Livonia Basin, Lift Station 1A, the Redford CSO RTB, the Dearborn Heights CSO RTB, the River Rouge CSO RTB, Taylor Basin and Jackson Street Pump Station. The improvements at the DWTF will include providing, installing and programming head-end equipment to allow the County to view and operate each facility remotely.
