General Instructions

1. Project Overview: The County of Hillsdale requests a proposal for performing a financial audit of the offices, departments, boards and commissions of Hillsdale County, Michigan for a three-year engagement for the years ending December 31, 2024, 2025 and 2026.

1. Background:

1. 1. Assistance and data shall be provided to the awarded contractor by the Finance Manager and the Hillsdale County Treasurer or their designated representatives. These staff will be available during the audit to assist by providing information, documentation and explanations. County staff will prepare statements and schedules for the Contractor wherever possible and appropriate.

1. 1. The County of Hillsdale utilizes accounting software from BS&A Software Inc. A complete backup of the General Ledger will be available for the contractor to use as part of the audit process. The contractor will be responsible for contacting BS&A to obtain a copy of the software to use with the backup.

Scope of Services

1. The scope of the financial audit is all funds and departments of the County of Hillsdale (except the County Road Commission and the Medical Care Facility Fund) as of, and for the years ending December 31, 2024, 2025 and 2026 to be conducted in accordance with U.S. generally accepted auditing standards, the standards set forth for financial audits in the most recently published U.S. Government Accountability Office’s (GAO) Government Auditing Standards, the provisions of the federal Single Audit Act of 1984 (as most recently amended) and U.S. Office of Management and Budget (OMB) 2 CFR Part 200 Subpart F, Audits Requirements, as well as the laws and standards prescribed by the State of Michigan and its Treasurer.

1. The Contractor will render an opinion as to whether the financial statements are fairly presented, in all material respects, in conformity with accounting principles generally accepted in the United State of America and as required by the Michigan Department of Treasury Local Units.

1. The Contractor will report on the fairness of the Expenditures of Federal Awards when considered in relation to the financial statements taken as a whole.

1. The Contractor will report on internal control related to the financial statements and compliance with laws, regulations and the provisions of contracts or grant agreements, noncompliance with which could have a material effect on the financial statements in accordance with Government Auditing Standards.

1. The Contractor will report on internal control related to major programs

1. The Contractor shall submit 2 copies of all reports to the Michigan Department of Treasury no later than June 30 following each fiscal year end, and 10 copies to the Hillsdale County Finance Manager, and also supply the report electronically as a Portable Document Format (PDF).
