The Detroit Economic Growth Association (the “DEGA”) is soliciting proposals for professional services firms and/or vendors to provide procurement services under the Detroit Small Business COVID-19 Response Program (the “Program”), administered by Detroit Means Business.

Upon receipt of a completed application, applications will be processed, and applicants notified if they will be invited for an interview within 14 days after the close of the application (September 15, 2023).

Business Experience - Provide a brief demonstration of the abilities including the following information:

Two examples of experience serving as a Federal Procurement Specialist or providing oversight of federal procurement opportunities for a company or organization. Each case example should include a summary of responsibilities and contract values if applicable.

Provide a brief resume including any professional certifications.

Fees and Expenses. Please furnish a proposed fee schedule and the underlying method of determining such fees (flat fee, hourly, etc.) to include, but not limited to, the following information:

Cost of services provided.
Lump sum fees, as applicable
Hourly rates

Other – Provide Affidavits and Statements attesting to the following (directions provided in RFP submission form):

“Statement of Avoidance of Personal and Organizational Conflicts of Interest.” (Checkbox on RFP submission form)
Statement and/or evidence that the Procurement Specialist and its proposed sub-consultants have or will obtain City of Detroit Corporate Clearance. (Please visit https://detroitmi.gov/departments/office-chief-financial-officer/ocfo-divisions/office-treasury/clearances-income-tax-and-accounts-receivable for more information). Clearance must be obtained prior to issuance of payment for services rendered.
Procurement Specialist “Statement of Non-Collusion and/or Conflict of Interest” that all the prices and information in the Proposal were independently obtained and were not disclosed prior to the award of a contract, and the Procurement Specialist will not and has not induced any other person or firm to submit, or not to submit a proposal.
