Detroit Economic Growth Association (DEGA) in partnership with the EDC and the City of Detroit are preparing a grant application package to the U.S. Department of Commerce Economic Development Administration (EDA). DEGA is applying to the EDA under its Public Works and Economic Adjustment Assistance Program to pursue a proposed right of way reconstruction for Mt Elliott Street, a local access road to directly support the recent economic development activities being made in the District. DEGA desires to improve the Mt. Elliott Street right of way, from Georgia Street to Interstate 94 (I-94), which is roughly 5,441 lineal feet in total length. The DEGA proposes the reconstruction and widening and, on certain road segments, and the repaving of the Mt. Elliott Street right of way. The scope of work includes two phases of work. Phase one will consist of conceptual design and engineering services. Phase two will consist of final design and engineering services. Phase one is crucial to applying for the EDA Public Works Grant and must be completed first. The Scope of Services to be provided by the engineering consultant, after a qualificationbased selection process includes: professional site investigation, and design and engineering services necessary and incidental for the preparation of procurement & construction documents and provision of modest construction administration during construction. This scope of services will include, but is not limited to the reconstruction / upgrade and/or replacement of sidewalks, curbs, street pavement, driveways, drainage systems, fire hydrants, existing utility adjustments and traffic signalization, landscaping and the installation of road signage.
