2018-10 - Career Center Services

DESC is seeking proposals from qualified applicants to manage Career Centers and provide all the standard workforce and financial capability services outlined in Section II.C.1. Applicants may propose to manage one or more types of Career Centers:

TYPE 1: At a location selected and leased by DESC, selected applicant(s) will:

• Provide PATH, WIOA-Adult and Dislocated Worker, FAE&T and other services;
• Coordinate closely with the selected ES and Trade Adjustment Act contractor to provide seamless basic career services to Unemployment Insurance Claimants and other job seekers;
• Manage and staff centralized contact center and WorkForce One (one selected contractor will do both); and
• Utilize support from DESC and the MWDB to provide additional on-site resources to job seekers, including: on-site child care, City of Detroit resources for health, financial coaching, identification, bill payment, and so forth. Applicants are not responsible for describing or securing these resources in the proposal.

•  Provide PATH, WIOA-Adult and Dislocated Worker, and other services;
•  Conduct general orientations for PATH, WIOA, FAE&T, ES and other programs; and
•  Provide space for ES and FAE&T services provided by a Type 1 contractor.

• Provide WIOA-Adult and/or Dislocated Worker and other services to job seekers;
• DESC seeks one contractor to provide WIOA and other services at two Detroit Public   School Community District Adult Education Centers.
