2020-03 - As-Needed Engineering Services

DUWA is requesting Statements of Qualifications (SOQs) from interested Engineers to perform as-needed engineering services.  The initial term of the engagement is three year, subject to the satisfactory negotiation of terms.  Extensions may be granted for up to two one-year renewals. 
DUWA intends to engage up to 3 Engineers to participate in an as-needed service contract associated with future work at the Downriver Wastewater Treatment Facility (DWTF), located in Wyandotte, or within its tunnel or interceptor system. The pre-qualified Engineers may be asked to independently propose on future task orders for smaller projects (<$30k) or competitively propose amongst the prequalified Engineers for larger projects. Typical tasks will likely be $5,000 or more but shall not exceed $150,000. Contracts above $150,000 may be competitively solicited via public Request for Proposal, and not be limited to DUWA’s Prequalified Engineers. DUWA’s Prequalified Engineers will not be precluded from proposing on public solicitations by DUWA unless DUWA has retained a Prequalified Engineer as the Owner’s Representative for project management services. (Only the Engineering firm that acts as the Owner’s Representative would be precluded from submitting.)

Tasks may include, but may not be limited to, study phase services, CAD services, 3-D modeling, hydraulic modeling and evaluation, laser scanning, structural evaluations, CA/CE services, limited scope design services, and inspections among other engineering related task orders.  As task orders are identified, one or more of the qualified Engineers will be selected, provided with a proposed scope of work, and will be requested to provide cost proposals to perform the identified tasks.

The proposals will include defining the Engineers’ understanding of the task order, a description of the scope of work being offered, details of proposed pricing, and the proposed personnel on the project.  A task order assignments will be issued to the Engineer that is determined to provide the best value to DUWA.  Work on a task is not to start until explicitly authorized by DUWA in writing.
