Grand Blanc Township, Michigan (“Grand Blanc” or the “Township”) is requesting qualification packages for Advanced Metering Infrastructure (AMI) Water Meter Replacement Program. Grand Blanc Township currently operates a public water distribution system within 36 square miles serving approximately 8,500 water-metered accounts. The Scope of Services and Service Description by which interested firms may submit proposals are set forth herein. Please see attached advertisement for full RFQ information.
Grand Blanc intends to implement a cellular-based Advanced Metering Infrastructure (AMI) water metering system to improve customer service, assist with mitigating non-revenue water loss, while improving the utilization of its workforce and benefitting from the best management practices of Township water metering assets. The AMI system shall provide multiple daily readings for each meter installed. Approximately 5,000 water meters will be replaced, including new MIU/Endpoints, and around 3,500 meters will require retrofitting of MIU/Endpoint installations only.
For the purposes of this RFQ, the Township will consider vendors that provide cellular AMI solutions to achieve the best ultimate solution for customers and enhance operational efficiencies. The Township will not consider Automatic Meter Reading systems (AMR); or Migratable systems. When the project is complete, the Township will operate a fully functional and scalable cellular-based AMI system.

QUALIFICATIONS SUBMITTAL: Interested Proposers who wish to submit a proposal for the AMI Water Meter Replacement Program as described in the following proposal packet shall submit five (5) complete physical copies and one (1) electronic copy (USB drive) prior to 1:00 pm on Tuesday, September 24th, 2024. Facsimile and/or email proposals will not be accepted.

Each Qualification Package must be submitted in a sealed package. This outer package must be clearly marked on the outside with Vendor Name and “AMI PROJECT RFQ #2024-02-DPW AMI – WATER METERS”.
Cost Proposals must be submitted in a separate sealed envelope clearly marked with Vendor Name and “AMI PROJECT COST PROPOSAL”. Sealed cost proposals must be submitted inside the sealed RFQ package submittal.
Upon receipt, all delivered RFQ Packages will be Date/Time stamped by the Township Clerk’s Department and preserved in a safe until time of public opening. Grand Blanc Township reserves the right to accept or reject any or all submittals and waive any informalities deemed to be in the best interest of the Township, and to reject the submittals of any persons who have been delinquent or unfaithful in any contract with the Township.

BID OPENING: Statements of Qualifications Packages will be opened, and vendor names read aloud at 2:00 pm on September 24th, 2024, at Grand Blanc Township Hall located at 5371 South Saginaw Street, Grand Blanc, MI 48507.
MINIMUM QUALIFICATIONS
Proposing vendors shall possess the qualifications and Michigan licenses as required by law, in addition to having extensive knowledge, expertise and experience for the products they are recommending and installing. Selected vendors will be required to execute and meet the terms of the Township’s standard General Services Contract, including insurance requirements, in a form acceptable to the Township Attorney. Township Board approval will be required for an Award of Contract. A sample Agreement is provided with this request.
