Summary of Specifications:
Macomb County is requesting proposals from qualified consultants to conduct a comprehensive evaluation and feasibility study for the potential merger, consolidation, contractual arrangements or partnerships of the fire departments in the following Macomb County communities: Clinton Township, Harrison Township, City of Mt. Clemens and the City of Sterling Heights. The proposed feasibility analysis will identify opportunities to maintain or enhance service levels while reducing costs. The study should determine if there are costs and/or service benefits to the taxpayers of these communities. The study will address each of the areas outlined in the Scope of Work and include the development of an implementation plan if the elected bodies choose to move forward with the concept. This RFP has two phases. Phase I is to conduct a comprehensive evaluation of each of the listed fire departments. Phase II is to take the evaluation of those fire departments and conduct a feasibility analysis of each of the following partnering strategies; autonomy, functional consolidation, operational consolidation, merger, creating a regional fire authority or a legal unification under Macomb County Government or another local unit of government. The reports would also identify opportunities to expand, and/or to strengthen the delivery of Fire, EMS, and other services of the Clinton Township Fire Department, Harrison Township Fire Department, City of Mt. Clemens Fire Department and City of Sterling Heights Fire Department.
