RFP# 2018-16 - CNG Facility Retrofit Construction Project

The MTA will receive sealed Proposals on or before September 10, 2018 from Electrical and/or Mechanical Contractors for Construction Services to include work of all trades for the following:
Project 3: The MTA Grand Blanc Your Ride Facility currently houses Propane and Diesel Small
Buses. With the oncoming of new Compressed Natural Gas (CNG) Buses, the facility will need to
be retrofitted to house and maintain these buses.  Proposals will be received by the MTA
Administration facility located at 1401 S. Dort Highway on or before 1:00 p.m., Monday, September
10, 2018, from Contractors. Proposals received from Contractors will be opened privately.
The RFP, Project Manual, Contract Documents, Drawings and Specifications can be obtained electronically on the Bidnet Direct website at https://www.bidnetdirect.com/.  Proposers will be able print out the proposal documents, drawings and specifications.  The Proposer shall be responsible for the cost of reproductions.   Bidnet Direct will be used to issue any addenda or information relative to the RFP requirements.
Each Proposal shall be accompanied by a cashier’s check or a bid bond by an approved surety company in the amount of five percent (5%) of the base Proposal payable to the MTA and will be forfeited to the MTA on failure to enter into a contract within ten (10) days after notice of acceptance of the Proposal.
A Pre-Proposal meeting will be held at the MTA Grand Blanc Your Ride Service Center located at 5051 S. Dort Highway, Flint, Michigan 48507 on Wednesday, August 29, 2018 at 11:00 am. E.D.T. followed by a Disadvantaged Business Enterprise (DBE) Introduction and Requirement review meeting.  All Proposers are highly encouraged to attend this Pre-Proposal meeting and sub-contractors are also encouraged to attend.
Proposers are also encouraged to attend the following DBE meeting for the opportunity to meet potential DBE subcontractors and to review requirements for accomplishing the 1.37% DBE project participation goal. During this meeting Proposers will be asked to identify possible subcontracting opportunities and be prepared to discuss them with DBE subcontractors.
This project is partially funded by grants received from the U.S. Department of Transportation and the Michigan Department of Transportation and subject to compliance with the “Davis-Bacon Act” (prevailing wage rates), “Copeland Anti-Kickback Act” and other related Acts. Proposers shall refer to the “Instruction to Proposers” section of the specifications for additional requirements and information.
