Description

The MTA Grand Blanc Township Alternative Fuels Facility maintains and operates the Alternative Fuels fixed route and regional bus fleet. Due to the zero-emissions growth requirement of the bus fleet, MTA will need to expand our Hydrogen Fueling Station. The MTA will receive sealed Proposals electronically through Bidnet Direct on or before 1:00 p.m. on Thursday, January 12, 2023 from Design-Build Teams for Construction Services. Proposals received from Contractors will be opened privately.

MTA is the recipient of a Federal Transit Administration (FTA) 5339(c) Low or No Emissions grant and funding from the Michigan Department of Transportation (MDOT) to deploy an additional two (2) New Flyer 40-foot zero-emission, Fuel Cell Electric Buses (FCEB) with supporting hydrogen infrastructure. MTA intends to produce hydrogen on site with an electrolyzer.

Since 2012, MTA Flint has been a leader in the adoption of alternative fuel technologies. MTA has invested in converting its fleet from diesel to propane, compressed natural gas, and hydrogen. MTA deployed its first hydrogen bus in 2012 and a second hydrogen bus in 2015. The 2015 Eldorado Fuel Cell bus is still an active bus in MTA's daily fleet. Currently, MTA does have eight (8) retail customers for Hydrogen Fuel. As MTA continues its conversion to a zero emissions fleet, it believes fuel cell electric buses are going to be the most effective choice for Michigan's climate and MTA's route structures and service requirements. MTA is procuring two (2) more FCEBs by 2024 and goal is to have a total of 17 FCEBS by 2028.

PRE-Proposal MEETING and walking tour
A Pre-Proposal meeting will be held at the MTA Grand Blanc Twp. Alternative Fuels Facility located at 5051 S. Dort Highway, Grand Blanc, Michigan 48507, on Thursday, December 1, 2022, at 1:00 p.m. E.D.T. followed by a DBE Introduction and Requirement review meeting. All attendees must wear a face mask and social distancing will be practice at this meeting. MTA will also be taking the temperature of each attendee.

All Proposers are highly encouraged to attend this Pre-Proposal meeting and sub-contractors are also encouraged to attend. Proposers are also encouraged to attend the following DBE meeting for the opportunity to meet potential DBE subcontractors and to review requirements for accomplishing the 1.37% DBE project participation goal. During this meeting Proposers will be asked to identify possible subcontracting opportunities and be prepared to discuss them with DBE subcontractors.

Proposers will be given additional requirements and instructions for this project. Proposers not in attendance shall be held responsible for any requirements discussed at the Pre-Proposal meeting. No allowance or extra compensation concerning any matter or thing about which the Proposer might have fully informed themselves will be allowed.

MINIMUM REQUIREMENTS FOR PRICING

The price shall include all requested deliverables as indicated in Contract Documents RFP 2022-13 and addendums) and any additional services that are included as part of the overall proposed solution. The Cost Sheet and Unit Pricings shall be completed in entirety and submitted in a separate file labeled “RFP #2022-13 Cost Proposal”. The Proposer shall also submit a Schedule of Values with the Cost Sheet. The Proposer must submit Attachment D & D-1. Proposer shall also submit a Milestone Payment Schedule, identifying key milestones and deliverables and preferred payment schedule.
Cost proposals shall include three cost proposals:

1. Phase 1: Station construction, installation, and commissioning (inclusive of design and engineering; installation of electrical, water, and communication utilities; equipment and warranties; general contracting to complete all civil work and site preparation; installation; MTA’s Fuel Management System integration; and commissioning); and 4 options:
Project shall incorporate a redundancy system to ensure 100% uptime

1. Phase 1A: Two years of O&M expenses and annual O&M expenses in years three, four, and five to maximize station uptime; and
1. Overall efficiency of system, stated as the expected number of kWh to produce and dispense a kilogram of hydrogen. The budget submitted shall be a “Firm Fixed Fee, Not-to-Exceed” amount, therefore Proposers will need to factor into their budget contingencies to cover construction delays not resulting from delays imposed by MTA. Currently, MTA pays $.15 per kWh for electricity and $16.59 per MCF of natural gas.

MTA will only disperse funds for reimbursable expenses. MTA will not make any payments to the Contractor without evidence of completed deliverables. Project payments will be limited to no more than five payments for the station design, installation, and commissioning phase of the project.
MTA is expecting competitive cost proposals and will evaluate and weight scores based in part on competitive pricing. The budget for station design and engineering, construction, installation, and commissioning should be inclusive of all costs associated with design and engineering, utility upgrades, equipment and warranties, general contracting to complete all civil work and site preparation, installation of equipment, integration with MTA’s Fuel Management System, and commissioning.
