Description

The Muskegon County Board of Public Works is requesting bids for Cell 2 GAP and Phase 3 Cover Construction. The Muskegon County Solid Waste Department is seeking to procure a qualified contractor to perform earthwork, geosynthetics, installation of leachate collection system and additional associated improvements at the Muskegon County Solid Waste Facility.

Vendors and/or their representatives may submit proposals online through the Bid Net website at www.bidnetdirect/mitn/muskegon-county . Registration is required for this site. If you are not yet registered with Bid Net, you will need to register. Registration is free, or if you elect for an enhanced registration you can pay for additional features.

The Muskegon County Board of Public Works reserves the right to accept or reject any and/or all bids or to accept the bid that it finds, in its sole discretion, to be in the best interest of the County. A copy of the IFB will be available by Monday, April 20, 2020, online at www.bidnetdirect/mitn/muskegon-county.

A Recommend Pre-bid meeting is scheduled for Tuesday, April 28, 2020, at 10:00 am. To protect the health of vendors during the COVID-19 outbreak this meeting will be held on-line through Skype. Vendors interested in participating in the recommended pre-bid meeting will need to pre-register online at: www.co.muskegon.mi.us/909/Purchasing no later than 5:00 pm Monday, April 27, 2020 in order to receive an access code for the Skype meeting.

A Mandatory Independent Site Visit is scheduled for Wednesday, April 29, 2020 and Thursday, April 30, 2020 during the operating hours at the Solid Waste site from 8:00 am to 4:30 pm. All Vendors will need to check in with the Scale Attendant before visiting the site to be counted. Please read the Mandatory Site Visit section of the specifications for more details on visiting the site.

All bids must be submitted no later than 2:00 pm on Friday, May 8, 2020. All responses should be delivered in a sealed envelope and addressed to the Muskegon County Accounts Payable Office and be clearly marked: “IFB 20-2385 CELL 2 GAP & PHASE 3 COVER”.

The Non-Mandatory digital pre-bid meeting will be held online via Skype on Tuesday, April 28, 2020 at 10:00 AM EST. Those that desire to attend the non-mandatory online meeting are required to register for the meeting at: https://www.co.muskegon.mi.us/909/Purchasing .

Registrations shall be accepted until 5:00 PM on Monday, April 27, 2020. The Engineer shall provide each applicant with a link via registered email to be able to attend the meeting. Links will be emailed to registered email addresses by 9:00 AM on Tuesday, April 28, 2020. The email will also contain a contact number in the event the link isn’t functioning properly. It is recommended that attendees test their connection beginning 15 minutes in advance of the meeting to assure successful attendance. The meeting will start promptly at the time stated.

Due to COVID-19 considerations the facility will open to bidder “self-guided” site visits on Wednesday, April 29 2020 and Thursday, April 30, 2020 to allow bidders the opportunity to familiarize themselves with site conditions prior to bid. The facility is open for site visits between 8:00 AM and 4:30 PM with the bidder required to exit the facility by the closing time.

Bidders shall stop at the scale window upon entry to the landfill site and sign in. This will document the bidders visit to the site.

Each bidder is required to wear personal protective equipment if within the active landfill and outside of a vehicle. This includes a high visibility vest (or other outerwear), boots, and safety glasses. The same safety equipment is recommended anywhere onsite but not required outside the active landfill.
