Oakland County Purchasing, on behalf of Oakland County Public Services, is issuing this RFP. Oakland County and the awarded proposer will enter a one-year contract for these services.
Oakland County, Michigan is in Southeast Michigan, immediately north of the City of Detroit. The County covers 910 square miles and encompasses 61 cities, villages, and townships. As of 2010, Oakland County had a population of 1.2 million residents, which the US Census estimated would continue to grow through 2035. The census also shows Oakland county has the following demographics; 71% white, not Hispanic or Latino; 14% black or African American; 8.4% Asian; 4.7% Hispanic or Latino; and 2% two or more races.
Hate crimes are often unreported for a variety of reasons including fear of retaliation, distrust of authority, and a misunderstanding of what constitutes a hate crime. Oakland County has been awarded grant funding with the intended purpose of increasing public awareness of hate crimes and expanding/enhancing the reporting of hate crimes. As defined in the Edward Byrne Memorial Justice Assistance Grant (JAG) solicitation a hate crime “is a criminal offense committed against a person or property, which is motivated in whole or in part, by the offender's bias against a race, ethnic/national origin, religion, sexual orientation, or mental/physical disability group.”
