The purpose of this Request for Proposal (RFP) to define SMART’S minimum requirements, solicit proposals for the project, and gain adequate information by which SMART may evaluate the available products and services offered by the vendors. This procurement will be awarded based on competitive proposal procedures.
The project will analyze current operational procedures, policies, and service metrics and will detail new recommendations for service benchmarks and goals with a heavy focus on daily, on-the-ground processes. The selected vendor should bring in best practices to review, update, modernize and develop new daily operation service delivery policies and procedures which would guide SMART’s operations team moving forward. This study should focus heavily on maximizing SMART’s existing software’s capabilities to improve service delivery and efficiency.
Most project activities will take place within SMART’s Transportation Operations division, which includes terminal dispatch, central dispatch, bus operators, road supervision, scheduling, and planning. Other functional areas, such as maintenance and others, can be involved as applicable. SMART’s senior management team will collaborate with the consultant team throughout the project. SMART intends to learn, deploy and sustain best-practices with its in-house staff.
