09082021 - License Plate Recognition (LPR) & Intersection Surveillance

OVERVIEW
The Van Buren Township Police Department is requesting proposals from qualified firms to provide License Plate Recognition (LPR) camera technology for the purpose of surveilling key intersections in support of public safety investigations. This RFP seeks to provide coverage of up to seven (7) key intersections with License Plate Recognition (LPR), installation services, a hard-wired internet connection (preferred option) or mobile broadband connections, device management, and cloud storage.
Requirements

• The cameras must be able to provide License Plate Recognition (LPR) technology and cover a minimum of 4 lanes of traffic.
• The cameras must provide a surveillance solution, with a reasonable scope of radius, to any given intersection.  
• Cameras must be able to handle at least 7,500 cars per day in busy city intersections.
• Cameras should be solar-powered or have a low-cost sustainable energy capability; a combination solar powered and low-cost energy solution is preferred.   
• Cameras must be able to withstand extreme weather conditions, given the climate of Southeast Michigan.
• If cameras operate using mobile broadband, ongoing mobile connection fees must be included in proposal.
• Vendor must be able to provide a mounting location if one is not currently available at the desired location. A sample of installation costs must be included in proposal. 
• Cloud storage must allow for the retaining of plate reads for no less than 30 days
