2019-014 - Operation, Maintenance and Management of Sanitary Sewer System

FACILITIES AND LOCATIONS. The Village is requesting Proposals from firms for the purpose of entering into a contract for the operation and maintenance of the Village Sanitary sewer system Distribution System including sixteen lift stations.   Currently, the facilities are operated and managed by Oakland County Water Resource Commission under a contract which provides for a six months termination notice. The Village intends to enter into a 5-year contract (with two 5-year renewal options) with the selected firm for operation and maintenance of the plant effective October 1, 2020

B.           BACKGROUND INFORMATION/SYSTEM DESCRIPTION

The Village water and sanitary sewer system is located in Oakland County and serves approximately 3,300 residents, in Village and Orion Township. The system has been under contract operations of Oakland County since 1972.  

The Sanitary sewer system consists of 12+ miles of collection system and sixteen lift stations; four pumps and twelve ejector stations.  It was originally constructed in the 1970’s.  

Separate documents available include the current operating and maintenance agreement with the Oakland County Water Resource Commission (WRC) along with budget information, Pump Station Condition Assessment, prepared by Hubbell, Roth & Clark (HRC) who administered a SAW AMP plan. 

The Village sanitary sewer is a member of the Clinton Oakland Sewage Disposal System (COSDS) for waste water system flow and treatment.
