Description

The purpose of this Request for Proposal (RFP) is to obtain bids from qualified CONTRACTORS to provide the labor, materials, and equipment necessary to complete both components of the project, outlined below:

Watkins Lake Preserve Trail: Construction of a 10’ wide aggregate trail approximately 3.25 miles in length. Work entails site preparation, excavation, stripping/wind rowing topsoil, grading, placement and compaction of aggregate materials, culvert installation, concrete flatwork, sign and gate installation, pavement marking, site restoration, and related work. Trees and brush have been cleared from the project site however stumps still remain. Located on an old railroad grade in Manchester Township, MI.

The Watkins Lake Preserve Trail project is envisioned as a one phase per year project over the next few years. However, if bid prices permit and it is agreeable to all parties, the segments may be combined and the timeline adjusted accordingly.
Segment 1: Austin Road to Sharron Hollow Road, approx. 4,000 LF
Segment 2: Sharron Hollow Road to Noggles Road, approx. 8,000 LF
Segment 3: Noggles Road to Jackson County Parking lot, approx. 5,500 LF

Natural Areas Preservation Program (NAPP) Parking Lots: Furnishing, grading, and compacting aggregate material at various small existing gravel parking lots or gravel trails at nature preserves. Project may include minor earthwork, site restoration, and related work.

Location 1: Watkins Lake Preserve – western end of part one of this proposal.
Location 2: Trinkle Marsh Preserve, 1145 N. Dancer Road, Dexter, MI. Includes re-dressing an existing gravel path.
Location 3: Leonard Preserve, 375 Union St, Manchester, MI
Location 4: Brauer Preserve, 3200 S. Parker Rd, Chelsea, MI
Future Locations (2022-23): At terms agreeable to OWNER and CONTRACTOR, bid unit prices may be extended through 2023. Prices are subject to negotiation if market rates change significantly.

Please note the alternate bid items for using crushed HMA in place of limestone materials. The County may elect to award the project in part or in whole to one or more CONTRACTORS to best provide the required services.

All requirements and specifications as described in the Michigan Department of Transportation (MDOT) “2012 Standard Specifications for Construction” and “MDOT Road and Bridge Standard Plans”, or as adopted by the Michigan Department of Transportation, shall be adhered to unless otherwise stated in the proposal.

Bidders must complete the Experience and Qualifications section of this RFP. Based on the response to this RFP, including, experience, ability, financial standing, and bid prices submitted, the County may select one or more CONTRACTORS to best provide the required services.
