The purpose of this Request for Proposal (RFP) is to obtain bids from qualified
CONTRACTORS to provide the labor, materials, and equipment necessary to complete the
project in its entirety. The Border to Border Trail Construction - Chelsea project is located within
and northwest of the City of Chelsea, MI. Phase 1 (5,000 LF) is the southern portion of the
project: Veterans Park to the MDOT right-of-way boundary (of M-52) south of the funeral home.
Phase 2 (3,600LF) is the northern part of the project and is contained within the MDOT right-ofway
from the end of phase one, north to Werkner Road. See attached map. The project is the
construction of a 10’ wide HMA nonmotorized trail approximately 1.63 miles in length. Work
includes site preparation, excavation, grading, placement of HMA, aggregate base, modular
block retaining wall, culvert installation, concrete flatwork, sign installation, pavement marking,
site restoration, tree planting, and related work. Trees and brush have been removed from the
site but the stumps remain. Tree stumps removal has a separate pay item.
All requirements and specifications as described in the Michigan Department of Transportation
(MDOT) “2012 Standard Specifications for Construction” and “MDOT Road and Bridge Standard
Plans”, or as adopted by the Michigan Department of Transportation, shall be adhered to unless
otherwise stated in the proposal.
Bidders must complete the Experience and Qualifications section of this RFP. Based on the
response to this RFP, including, experience, ability, financial standing, and bid prices submitted,
the County may select one or more CONTRACTORS to best provide the required services.
