The purpose of this Request for Proposal (RFP) is to obtain bids from qualified
CONTRACTORS to provide the labor, materials, and equipment necessary to install an 80'
(12'x16' I.D.) pre-cast concrete culvert underneath M-52 for use as a pedestrian tunnel. Work
includes installation of culvert, footings, pre-cast concrete walls with form liners, temporary
shoring, traffic control, aggregates, HMA paving, concrete flatwork, earthwork, stump removal,
site restoration, and related items. Work shall be coordinated with AT&T personnel who shall
assist the CONTRACTOR by moving an existing fiber optic line on top of the proposed tunnel
during construction. Trees have already been removed from the project site to comply with
regulatory requirements; however, stumps were left in the ground to preserve soil stability and
may need to be removed by CONTRACTOR. Additionally, a façade shall be installed on the
culvert and wing walls to improve the aesthetic appearance of the project. Façade work includes
masonry stone facade, concrete pavers, LED lighting and associated electrical work (power
pole for connection is on-site), installation of corten steel panels on wing walls (corten panels
provided by OWNER for installation by CONTRACTOR), and related work. Permits and
inspections will be required of the electrical work. Lastly, CONTRACTOR shall be allowed a two,
consecutive week window to close M-52 to traffic during construction of the tunnel. The
schedule shall be mutually agreed upon by all required parties as described in the Special
Provisions. CONTRACTOR shall install and remove all required temporary detour signs.
All requirements and specifications as described in the Michigan Department of Transportation
(MDOT) “2012 Standard Specifications for Construction” and “MDOT Road and Bridge Standard
Plans”, or as adopted by the Michigan Department of Transportation, shall be adhered to unless
otherwise stated in the proposal.
Bidders must complete the Experience and Qualifications section of this RFP. Based on the
response to this RFP, including, experience, ability, financial standing, and bid prices submitted,
the County will select a CONTRACTOR that it considers will best provide the required services.
