Summary of Specifications:
Purpose of Proposal 

Washtenaw County is soliciting proposals from professional environmental consulting firms to assist with the implementation of the Community-wide Brownfields Petroleum or Petroleum Products Assessment Grant (Petroleum Assessment Grant) that it has recently been awarded through the U.S. Environmental Protection Agency (EPA). 

The intent of the EPA’s Community-wide Brownfields Petroleum or Petroleum Products Assessment Grant program is to support community efforts to generate and implement creative strategies in redeveloping brownfield sites. For Washtenaw County, this effort will focus on creating a prioritized list of brownfield sites within the County that will then be marketed to communities and developers for redevelopment projects. In addition, the Petroleum Assessment Grant will allow the County to make these sites more attractive to potential developers by assisting with the cost of the assessment work necessary to determine if a site is a brownfield and if so, the extent of contamination. 

Washtenaw County is interested in retaining a qualified firm to assist the WCBRA Brownfield Program Staff in the implementation of its Petroleum Assessment Grant. Consultant assistance is needed in the following areas: ▪ Assistance with securing access agreements with area property owners; ▪ Completion of a series of Phase I & II Environmental Site Assessments (ESAs); ▪ Completion of Baseline Environmental Assessments (BEAs); ▪ Creation of Brownfield Plans; ▪ Assistance with the community outreach and involvement aspect of the grant; and ▪ General technical assistance and advice 

The approved work plan (Attachment 3) for the County’s Petroleum or Petroleum Product Assessment Grant will serve as the basis for further information as to the expected scope of work for this project.
