In 2021, Livingston adopted a Growth Policy to serve as a comprehensive guide for future
land use patterns and development decisions in the City. The overwhelming support received from the community during the Growth
Policy planning process, and since its adoption, attests to the importance of its vision for
future growth and development in the City. To provide the regulatory capacity to
implement the Growth Policy, the City’s zoning ordinance requires extensive updates to
effectively support the goals, objectives, and strategies identified in the Growth Policy.
Livingston, Montana has a current estimated population of 8,790 and is expected to grow
to over 10,000 by 2030. This anticipated growth coupled with unmet community housing
underscores the City’s urgency to update its zoning ordinance to not only facilitate
compliance with the Growth Policy, but also address the burgeoning demand for housing
to accommodate the increasing population.

Clarifications on the RFP:
- Proposers seeking clarifications must inform the City in writing as per Section E.2.
- If clarifications are needed, the City will issue an addendum on its website or on biddirect.net.
Submitting Requests for Clarifications:
- All inquiries must be in writing and submitted by 2:00 p.m. Mountain Time on March 22, 2024.
- Questions should be labeled "RFP 20047 Questions".
- Acceptable delivery methods include U.S. Mail, personal delivery, or email to JSeverson@LivingstonMontana.org.
City Responses:
- The City will post responses on its website by 5:00 p.m. on March 27, 2024. Late inquiries will not receive a response.
Submission of Proposals:
- Proposals must be submitted by 2:00 p.m. on April 19, 2024. Late proposals will be returned unopened.
- Address for submission is provided, with instructions for both physical and electronic submissions.
- Proposals should include an original and 3 copies in a sealed package, clearly marked with the RFP number. An electronic PDF copy on a flash drive is also required for hard copies. For electronic submissions, one PDF copy is sufficient.
Proposal Identification and Acceptance:
- Proposals must be clearly identified with the proposer’s name, address, and RFP number.
- The City reserves the right to accept or reject proposals, waive irregularities, withdraw the RFP, issue a new RFP, postpone openings, and investigate proposer qualifications.
- Acceptance of a proposal constitutes a contract to provide the services at stated prices, under specified conditions.
- Proposals should not be copyrighted.
