The Agency anticipates that the Selected Firm chosen will have knowledge of the Montana Community Reinvestment Plan (MCRP) as contemplated by HB 819, as enacted into law during the 2023 legislative session, such that the Selected Firm has a clearly defined plan as the platform integrator for the MCRP program on behalf of HAB as the selected Community Reinvestment Organization (CRO). The Selected Firm will have knowledge and experience in all phases of design, development, and construction or rehabilitation of residential housing units. The firm chosen will have an end-user package for addressing purchase and subsequent resale of any property by the qualified homeowner. The Selected Firm will be responsible for coordinating the fiduciary components of this MCRP program, whether developing a lending model or models, establishing mortgage options, or otherwise developing avenues for financing the project buildout or providing introductions to financial options for those qualifying for the program. It is the intent of the Agency that this program be self-sustaining within a reasonable period without the need for supplemental funding. The Selected Firm must have a clear plan for making this a reality.
