Under the direction of the Department of Health & Human Services, Director’s Office – Animal Care & Control, the Vendor will provide a number of services, including but not limited to:
- Provision of state-mandated animal control, including the capture and collection of stray and abandoned animals as per N.J.S.A. 4:19-15.16, and delivery of such animals to the impoundment facility designated by the City.
- Capture and care of sick and injured wildlife and wildlife which poses a direct threat to public health and safety, such as wildlife within the living areas of an occupied building, or an inappropriate public place.
- Necessary veterinary care of animals in the custody of animal control, including pre-shelter care and required rabies testing procedures.
- Coordination of animal bite reporting, investigation, and quarantine with HHS, Humane Law Enforcement Officers, and Municipal Prosecutor’s Office.
- Assistance to municipal and county law enforcement and emergency services for animal issues, including but not limited to impoundment of animals following an arrest or eviction and when evacuated from an unsafe location.
- Centralized call management. The City desires a single point of contact for supplemental animal control services. The Vendor will provide a phone number, responsive 10pm-7am on all days during the year and Jersey City Municipal Holidays, for reporting of animal issues. The Vendor may also provide web, text, or other interfaces. All incoming service requests shall be immediately logged, reviewed, and dispatched according to the City’s Response Protocols. The Response Protocols may be subject to adjustment as circumstances require. The City’s current Response Protocols is included as APPENDIX A.
- The Vendor will refer calls outside its scope of service to the proper City agencies following the City’s protocolsThe Vendor will transmit summonses and enforcement discovery to the Office of the Municipal Prosecutor via their case management SharePoint portal.
- The Vendor will be responsive to the City’s Resident Response Center (RRC) and provide substantive updates and comments to issues submitted by RRC to the Vendor through SeeClickFix or another method designated by the City.
- Vendor will upon request by the HHS Director, Health Officer, or other HHS-designated contact, provide timely and substantive response to requests for information about specific animal control calls and animal control issues generally. As part of its monthly reporting to the City, Vendor will track and provide, in the form of an electronic spreadsheet in comma-separated values (.CSV) or Excel format (.XLSX or .XLS), the following information for each request for Animal Control service below, or as specified in the future:
- Date and time received:
- Requestor information to include name, phone number, and/or email address;
- Service location (normally in the form of a street address);
- Call subject or type, with types of calls to be agreed upon by City and Vendor;
- Date and time an Animal Control Officer arrived at the service location; and
- Result or disposition of the request.
- Assist the City in its responsibility to license dogs. Respondent’s proposal must include a process for regular and timely notification to HHS of unlicensed dogs in Jersey City.
- Enforce dog licensing regulations in conjunction with HHS staff.
- Enforcement of state and municipal laws related to animal control by following a plan approved by the City.
- Other animal-related services, which Respondent feels are necessary or desirable as part of an animal control program.
