Summary of Specifications:
Morris County Municipal Utilities Authority (MCMUA) will accept proposals for a Supervisory Control And Data Acquisition (SCADA) System Integrators to upgrade the existing MCMUA SCADA System. Proposals will be accepted from SCADA System Integrators and publicly opened and announced when received pursuant to the “fair and open” process, N.J.S.A. 19:44A-20.7.The Request for Proposal (RFP) outlines the goals, scope of service and other requirements of the MCMUA. Proposals shall address all requirements of the RFP, and provide a concise and comprehensive description of the firm’s proposed scope of service. The MCMUA reserves the right to reject any or all proposals at its discretion.
Proposals will be evaluated by the MCMUA on the basis of the following considerations:
1. Experience and reputation in the field 2. Knowledge of the MCMUA and the facilities to be addressed in the project. 3. Ability to accommodate the performance schedule. 4. Designated professional and support staff. 5. References. 6. Fee proposal. 7. Any other factor determined to be in the best interest of the MCMUA.
Selection of an Integrator shall be in accordance with the terms set forth in the Request for Proposal and based solely on the evaluation of the proposal submitted.
The MCMUA will accept proposals on May 3, 2011 at its main office, located at 300 Mendham Road, Morris Township, NJ 07960 (mailing address P. O. Box 370 Mendham, NJ 07945) until the close of its business day at 4:30 P.M. local time. The Request for Proposal will be available from the MCMUA on April 4, 2011, and may be obtained by contacting the MCMUA Engineer at 973-285-8386, or by downloading the same from the BidNet Procurement System at www.MorrisCountyBidSystem.com. Submit three (3) copies of the Technical and Fee Proposal in a sealed envelope bearing the consultant’s name and address with the project title, include one copy of the firm’s current Business Registration Certificate. Upon submission, all proposals will become the property of the MCMUA. The MCMUA assumes no responsibility for misdirected or lost submittals received after the deadline, regardless of reason.
