NOTICE OF REQUEST FOR BIDS FOR THE SUBLEASE OF THE FACILITY LOCATED AT 22 RICHBOYNTON ROAD, DOVER, NEW JERSEY (REBID II)
Notice is hereby given that the Morris County Municipal Utilities Authority (the “Authority”) is soliciting bids for the sublease of the facility and is providing an option to lease of some or all of the equipment located at 22 Richboynton Road, Dover, NJ. Bids must be received no later than 2:00 p.m. (Eastern Time) on Wednesday, July 6, 2011.
Limitations on uses of the facility are set forth in the Bid Specification documents. The Authority shall not consider any bid submitted for the purpose of using the facility or equipment for any activities or operations which would diminish or compete with the Authority’s activities or operations, as further described in the Bid Specifications.
Bids shall be in a sealed envelope bearing the name and address of the Bidder and the words “Sublease of Dover Facility”. Bids being sent by U.S. mail should be addressed to the Morris County Municipal Utilities Authority at P.O. Box 370, Mendham, New Jersey 07945-0370 or if Bids are delivered in person or by delivery service, they should be delivered to the Authority’s office located on the 3rd floor at 300 Mendham Road, Morris Township, New Jersey 07960. Bids should be sent to the attention of Kathleen Hourihan, District Recycling Coordinator.
The sublease shall be for a base term of approximately four (4) years and ten (10) months, estimated to start on or about August 1, 2011. Bids must be accompanied by a security deposit in the total amount of the bidder’s submitted bid prices for both the first monthly period of the sublease for the facility and any equipment rental. If a bid alternative for equipment rental is not being submitted then the security deposit shall be in the amount of the bidder’s submitted bid price for the first monthly period of the sublease for the facility only. The security deposit shall be in the form of a certified check, cashier’s check, or official bank check payable to the MCMUA. In accordance with the Bid Specification, an additional security deposit will be due upon execution of the Sublease. Both security deposits shall be held by the MCMUA for the duration of the Sublease Agreement, with no interest back to the bidder. The Authority anticipates awarding the Bid on Tuesday, July 12, 2011.
In order to be deemed responsive, all Bids shall be submitted in accordance with, and accompanied by, any other information and documents specified in or required by the Bid Specification documents.
Bidders are required to comply with requirements of N.J.S.A. 10:5-31, et seq. (N.J.A.C. 17:27) (Equal Employment Opportunity), 42 U.S.C. § 12101, et seq. (Americans with Disabilities Act) and P.L. 2004, c.57 (Business Registration).
The Bid Specification documents may be obtained on or after Tuesday, June 14, 2011 at the offices of the Morris County Municipal Utilities Authority, during regular business hours between 8:30 a.m. and 4:30 p.m. or by submission to Kathleen Hourihan of an email request at khourihan@mcmua.com for postal or overnight delivery or electronic delivery. Printed copies cost $30 and will be available for pick-up or sent upon receipt of a check in the amount of $30 payable to the MCMUA. There is no cost for an electronic copy. Bidders are also advised that an optional site visit will be held at the facility (22 Richboynton Road, Dover, New Jersey 07801) on Wednesday, June 22, 2011 at 11:00 a.m. by registration in advance with Kathleen Hourihan at the email address listed above.
This procurement is being undertaken pursuant to the provisions of the New Jersey Local Lands and Buildings Law (N.J.S.A. 40A:12-1 et seq.) that provides the Authority may lease any real property, capital improvement or personal property not needed for public use to the highest bidder by submission of sealed bids. The Authority reserves the right to reject all bids where the highest bid is not accepted.
