Summary of Specifications:
The County of Morris and the Morris County Park Commission seeks proposals for the preparation of an Analysis and Strategy Report for the Open Space and Farmland Preservation Trust Fund (Trust Fund). The proposed Analysis and Strategy Report (Report) will take a thorough, objective look at the projects completed since the founding of the Trust and determine what future investment in land acquisition, historic site preservation, park development and maintenance is needed based on current inventories and public input. The Report will be used to delineate the parameters of a possible new voter referendum that could alter the allowable uses of the open space tax and range of spending within current and/or new programs. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.1, et seq. The successful bidder shall comply with the Affirmative Action Requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Request for Proposal may be obtained on or after July 12, 2013 during regular business hours, 9:00 a.m. to 4:30p.m., prevailing time, Monday through Friday, by picking up the Request for Proposal at Park Commission Headquarters at The Frelinghuysen Arboretum, 353 East Hanover Avenue, Morris Township, NJ 07962, and from the Morris County Park Commission’s website at www.morrisparks.net under the “Public Bids/Vendor Registration” link. The right to reject any or all proposals and to waive immaterial formalities is reserved by the Morris County Park Commission. Sealed RFP responses must be received in the Offices of the Executive Director of the Morris County Park Commission no later than 4:00 p.m. on August 2, 2013.
