Summary of Specifications:
Separate sealed proposals from contractors will be received by the Morris County Park Commission (the “Park Commission”) for Contract No. 49-13 titled “FOREST BLOWDOWN SALVAGE AT JONATHAN WOODS” at 10:00 a.m., prevailing time, on Thursday, November 14, 2013 at the Morris County Park Commission’s Administration Headquarters, located at the Frelinghuysen Arboretum, 353 East Hanover Avenue, PO Box 1295, Morris Township, New Jersey 07962. PROJECT SCOPE (FOR MAGNITUDE PURPOSES ONLY): Work shall encompass the cutting of all downed trees as close to the root flare as possible, cutting down of designated standing trees and removal of all wood chips and woody material over six (6) inches in diameter from the site, placing all stumps from uprooted trees onto the spot from which they were uprooted and leaving slash piles three (3) feet or less in height of a 16 acre former white pine plantation. Bids shall be enclosed in a sealed envelope addressed to the Morris County Park Commission and marked with the name and address of the Bidder and the Contract Title and Number. Each bid must be accompanied by a certified check, cashier’s check or bid bond in the amount of ten percent (10%) (not to exceed $20,000.00) of the total bid, payable to the Morris County Park Commission, as a guarantee that if the contract is awarded to the Bidder he will enter into a contract and provide the necessary bonds, and insurance as required by the Park Commission. NO BIDS WILL BE RECEIVED BY MAIL. On Thursday, November 14, 2013, at 10:00 a.m., prevailing time, a call will be made for all bids to be submitted at this time, in person, by a bidder or a bidder’s representative. No bids shall be accepted after the designated time. Bids shall be on the proposal forms provided in the manner designated therein, and clearly marked on the outside of the envelope “Sealed Bid” with the contract number 49-13 and title “FOREST BLOWDOWN SALVAGE AT JONATHAN WOODS” noted. Contract Documents for the proposed work are on file at the Park Commission Administration Building, 353 East Hanover Avenue, Morris Township, New Jersey. All bids to be considered must be submitted on the forms obtained only from the Morris County Park Commission located at the Park Commission’s Administration Building on or after November 1, 2013, during regular business hours, 9:00 a.m. to 4:30 p.m., prevailing time, Monday through Friday. The Park Commission shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source. An optional site meeting will be offered on Wednesday, November 6, 2013 from 10:00 a.m. to 12:00 noon for contractors wishing to tour the site with the consulting forester and Park Commission staff at Old Beach Glen Road and the former Ford Road. EACH BIDDER MUST COMPLETE AND SUBMIT WITH THE BID PROPOSAL the Ownership Disclosure Statement, Affirmative Action Assurance Form, Non-Collusion Affidavit, Identification of Subcontractors, Experience Work Sheet, Experience Work Sheet, Bidder Questionnaire, Consent of Surety, Bidder’s Acknowledgement of Receipt of Changes to Bid Documents Form with acknowledgement of any notice(s) or revision(s) or addenda to an advertisement (if applicable), and Bid Document Submission Checklist contained in the Contract Documents. It is requested that all bidders submit with their bid the State of New Jersey Business Registration Certificate. The successful Bidder shall comply with the Affirmative Action Requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Award will be made through a fair and open process pursuant to N.J.S.A. 19:44A-20.4. The successful Bidder will be required to furnish a Performance Bond and Payment Bond as specified in the Contract Documents. EACH BID MUST BE ACCOMPANIED WITH A CONSENT OF SURETY which states that the surety company will provide the Bidder with the performance bond specified in the Contract Documents in the event the Bidder is awarded the Contract. The surety company must be licensed in the State of New Jersey.
