REQUEST FOR PROPOSALS EXEMPT SERVICES RFP #205-15 PROFESSIONAL ENGINEERING AND SURVEYING SERVICES FOR THE PATRIOTS’ PATH ON GREAT MORRISTOWN GREENWAY PROJECT December 15, 2015 The Morris County Park Commission (MCPC) is seeking proposals and qualifications from qualified engineering firms to provide professional engineering and surveying services for the Patriots Path trail between Speedwell Avenue and Martin Luther King Boulevard, generally along the Whippany River. Qualified firms/consultants are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.1, et seq. The successful bidder shall comply with the Affirmative Action Requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. This project has received a State NJDOT federally funded Transportation Alternatives Program (TAP) grant in the amount of $669,000.00 for construction ONLY. The general scope of work includes, but is not limited to, the following (see “detailed scope of work” in RFP): • Design, obtain necessary permits, prepare plans and specifications for public bidding, and provide construction support services for the proposed section of Patriots Path. The proposed section is from State Highway 202 (Speedwell Avenue) to Martin Luther King Boulevard, generally along land adjacent to the Whippany River. • Apply for, and doing all work needed to obtain all necessary permits, for the proposed project. • Provide construction support services. • Administrate the federal and state requirements for this grant. Said Request for Proposals (RFP) will be available from the Morris County Park Commission Administration Building, 300 Mendham Road, Morristown, New Jersey, on or after Tuesday, December 15, 2015, during regular business hours, 9:00 a.m. to 4:30 p.m., prevailing time, Monday through Friday. Requirements for the proposal are specified in the RFP. Morris County Park Commission shall not be responsible for full or partial sets of contract documents, including addenda, obtained from any other source. The above information will also be accessible from the Morris County Park Commission’s website at www.morrisparks.net under the “Public Bids/Vendor Registration” link. Proposals must be received at the Morris County Park Commission office at The Morris County Park Commission Administration Building no later than 10:00 a.m. on Friday, January 15, 2015. Three hard copies of the qualifications/proposal packets shall be submitted in a sealed envelope clearly marked “Proposal – 2015 Professional Engineering and Surveying Services for the Patriots’ Path on Great Morristown Greenway Project” to the attention of Director of Engineering Services, Morris County Park Commission, Administration Building, 300 Mendham Road, P.O. Box 1295, Morristown, New Jersey, 07960-1295. The successful firm must demonstrate the ability to deliver services that adhere to the requirements outlined in this RFP, and provide required references.
