Fee Accounting services
The Newark Housing Authority (NHA), a recipient of federal assistance through the U.S. Department of Housing and Urban Development (HUD), announces its intent to use a competitive negotiation process to procure the services of a qualified, independent Certified Public Accountant (CPA) for Fee Accounting services.
The contract will have an initial term of two (2) years, with an optional two (2) year extension at the sole discretion of the NHA.
The NHA desires to retain and employ a duly qualified accountant or accounting firm to act as the Fee Accountant, who shall perform on-site services (two visits monthly) to the NHA's books and records every month. All services must be provided in accordance with the existing rules, orders, directives, and regulations promulgated by the United States Department of Housing and Urban Development (including the HUD Accounting Handbook, Financial Management Handbook, HUD Audit Guidelines, and the Annual Contributions Contract and Project Based Asset Management) provided that such compliance is in the best interest of the IHA and is required by law. The NHA's fiscal year is January 1 through December 31.

No fee is associated with registration, download, proposal submission, or any other activities related to Newark Housing Authority opportunities on the Bidnet platform.
All questions pertaining to this solicitation must be submitted by Wednesday, December 18, 2024, at 4:00 P.M. through the Bidnet using the question submission function specific to this solicitation. All questions received before the aforementioned deadline will be answered online via Bidnet.
All responses to this RFP shall be received no later than 3:00 P.M. on Wednesday, January 08, 2025, via the www.bidnetdirect.com platform or bids@newarkha.org
Proposals received after the designated time and date will remain unopened and rejected. These proposals are being solicited through a fair and open process in accordance with N.J.S.A 19:44A-20.4 et seq.
The Newark Housing Authority, at its sole and absolute discretion, may, in part or entirely, accept or reject any and all proposals, re-advertise this RFP, postpone or cancel this RFP process at any time, or waive any irregularities in this RFP or the proposals received as a result of this RFP. The NHA also reserves the right to award all or a portion of the award to one (1) or more Respondents. No modifications to a proposal will be permitted after the proposal has been submitted to the NHA without the NHA's prior consent. Bidders are required to comply with the requirements of N.J.S.A 10:5-31 et seq. and N.J.A.C 17:27 9PL 1975c 127 Affirmative Action). This solicitation is subject to the requirements of N.J.S.A 40A:11-1 et seq. and 2CFR 200 et seq.
