Indefinite Delivery/ Indefinite Quantity (IDIQ)
Vacant and Occupied Apartment Units Rehabilitation Program and General Construction at Various Locations Throughout Newark Housing Authority
The Newark Housing Authority is accepting sealed bids to furnish all labor, materials, equipment, and services necessary to rehabilitate vacant and occupied apartment units to safe and sanitary condition and ready for occupancy via an Indefinite Delivery / Indefinite Quantity (ID/IQ) procurement. The contract term shall be for two (2) years with an option to extend for one (1) year at the sole discretion of the Newark Housing Authority.
Interested firms must have at least three (3) years’ experience renovating apartment units. They will have the capacity to perform the full spectrum of apartment turnover work, including but not limited to general construction, painting, carpentry, cleaning, plumbing, mechanical, electrical, etc. The firm must be familiar with current applicable code requirements and secure all necessary permits and licenses for the scope of work.
A Mandatory Pre-Bid unit walk-through meeting will be held on Tuesday, January 14, 2025, Wednesday, January 15, 2025, and Thursday, January 16, 2025. The walk-through will begin at 9:30 a.m. on the following days, beginning with the addresses below.

Interested companies are invited to obtain a copy of the complete Request BID on the Newark Housing Authority website https://newarkha.org/ and at www.bidnet.com. Registration at the BidNet platform is required to access the documents. There is no fee associated with registration, download, proposal submission, or any other activities related to Newark Housing Authority opportunities on the Bidnet platform.
All questions about this solicitation must be submitted by Friday, January 17, 2025, at 12:00 PM ET through Bidnet using the question submission function specific to this solicitation. Questions received before the aforementioned deadline will be answered online via Bidnet.
All responses to this RFP must be received by 3:00 p.m. on Wednesday, January 29, 2025, via the www.bidnet.com platform. No paper responses will be accepted.
Bidders must comply with NJSA 10:5-31 et seq. and NJAC 17:27 (PL 1975c 127 Affirmative Action). This solicitation is subject to NJSA 40A:11-1 et seq. and 2CFR 200 et seq.
These proposals are being solicited through a fair and open process in accordance with N.J.S.A 19:44A-20.4 et seq.
The N.H.A. also reserves the right to award all or a portion of the award to one (1) or more responsible responsive Bidders. No Bid shall be withdrawn for ninety (90) days after the opening of the Bids without the consent of the Housing Authority of the City of Newark.
The Newark Housing Authority, at its sole and absolute discretion, may, in part or entirely, accept or reject any and all proposals, re-advertise this RFP, postpone or cancel this RFP process at any time, or waive any irregularities in this RFP or the proposals received as a result of this RFP. The NHA also reserves the right to award all or a portion of the award to one (1) or more Respondents. No modifications to a proposal will be permitted after the proposal has been submitted to the NHA without the NHA's prior consent. Bidders are required to comply with the requirements of N.J.S.A 10:5-31 et seq. and N.J.A.C 17:27 9PL 1975c 127 Affirmative Action).
